Russia, China Block UN’s Tech-Driven Plan for Iran Sanctions Monitoring

The recent vetoes by Russia and China at the United Nations Security Council have significant implications for the monitoring of sanctions on Iran, potentially complicating oversight of its nuclear program. With the mandate for UN experts overseeing these sanctions not extended, there is now uncertainty about how effectively the sanctions will be enforced.

The resolution, which sought to prolong the experts’ mandate by another year, was backed by 11 member states but was ultimately blocked by Russia and China’s opposing votes. Somalia and Pakistan abstained from voting. Despite the veto, existing UN sanctions still hold, targeting Iran’s assets, arms activities, and ballistic missile initiatives.

These sanctions were reimposed in September 2025 through the “snapback” mechanism of the 2015 Iran nuclear deal, which reinstated the Security Council’s sanctions framework and called for expert oversight. The United States championed the extension, arguing that independent monitoring is crucial to identifying any breaches or attempts to circumvent the sanctions.

Russia has contested the legality of the snapback mechanism, claiming that it lacks a legal foundation, and therefore argued against the resolution to extend the monitoring panel. China shared this stance, further complicating the international community’s efforts to keep a close eye on Iran’s nuclear activities.

This development comes amidst ongoing global concerns regarding Iran’s nuclear ambitions. UN nuclear inspectors have faced challenges in fully verifying Iran’s enriched uranium stockpile, especially following attacks on Iranian nuclear facilities in 2025. With no clear mechanism for monitoring now in place, questions loom over how the Security Council will receive updates on the sanctions’ implementation.
