“Genuine Negotiations” or Continued Terror: Zelensky Presents the World with a Stark Choice

President Volodymyr Zelensky is presenting the world with a stark choice: either help Ukraine build the strength needed for “genuine negotiations,” or stand by and watch Russia’s campaign of “aerial terror” continue indefinitely.
He argues that these are the only two outcomes. In his view, there is no middle path of de-escalation or frozen conflict that does not favor the aggressor. “The world must compel Moscow to come to the table for genuine negotiations,” he insists, framing it as an active, not a passive, process.
The key to forcing these negotiations, he claims, is military power. He is asking his partners to provide the air defense systems that would neutralize Russia’s primary tool of terror and leverage. This, he believes, is the only way to make “genuine” talks more appealing to Moscow than continued fighting.
The alternative is grimly illustrated by his daily reports of attacks on hospitals, homes, and power plants. This, he is telling the world, is what the absence of “genuine negotiations” looks like. It is a choice between a difficult peace process and a certainty of continued civilian suffering.
By framing the situation as this binary choice, Zelensky is attempting to force a decision from his allies. He is making the case that inaction is not a neutral stance, but a de facto choice to allow the terror to continue.
